El Salvador - Local Government Strengthening Project : environmental and social management plan : Evaluación social proyecto de fortalecimiento de gobiernos locales (Espanhol)

The overall objective of the Framework for Environmental Management is to have a tool to define the procedures for socio-environmental management during the design, implementation and monitoring stage of sub-projects proposed within the Municipal Development Project, in order to ensure environmental sustainability of the sub-projects and the implementation of both policies. Specific objectives of the project include: 1) identify and define environmental management procedures to be applied during the implementation of sub-projects. 2) Create the necessary conditions for sustainability efforts of environmental sub-projects, encouraging citizen participation in an effective and equitable management of resources.3) Define in terms of sub-project cycle activities which must develop as part of environmental management. 4) Identify those responsible according to the sub-project cycle which ones are responsible for ensuring an adequate socio-environmental management through the use and implementation of this Framework. 5) Promote adequate and timely coordination of actions with local stakeholders to guide efforts to the protection and conservation of natural resources and the environment. 6) Ensure the implementation of the National Environmental Law and Policy World Bank Safeguard during the development of the Draft. Given the limitations in regard to investment size, it is expected that the projects impacts would primarily involve short-term, small-scale, and reversible impacts during construction phase that can be mitigated through proper design and construction practices. The risks that may affect implementation of the project are: the levels of insecurity and criminality, local governance and vulnerability to natural hazards.
