China - Demonstration Project for Alternatives to Chlordane and Mirex in Termite Control : environmental and social assessment (Vol. 2) : Environmental impact assessment for the closure of the Liyang Guanghua Chemical Company, Ltd. (Inglês)

This document is an environmental (including pest management plan) and social assessment prepared for the GEF project China: Demonstration of Alternatives to Chlordane and Mirex in Termite Control. The project is a $28 million demonstration of approaches to implement the Stockholm Convention on persistent organic pollutants in termite control. Environmental impacts associated with site cleanup of the chemical company were identified and mitigations recommended as follows: Strictly follow the national regulations on proper handling of hazardous chemicals to contain spills and container leakage during storage; and to prevent accidents during transport. To alleviate impacts from plant closures and worker displacement and public concerns over site remediation, refer to the compensation plan and re-training addressed in the social assessment, and launch a public information campaign prior and during the clean up operations. To offset release of contaminated dusts from asbestos and dicyclic polymer waste residue; leachates from the landfill holding contaminated soil; transport accidents, and noise, air pollution, and wastewater; hire a waste management company, require protective clothing and respirators for workers; strictly follow the Regulation for Safe Management of Hazardous Chemicals and the Management Regulation on Hazardous Wastes Manifests, and use sealed hazardous waste containers to transport wastes; use a licensed hazardous waste landfill and strictly follow the Standard for Pollution Control at Hazardous Waste Landfill to manage the landfill; use low-noise equipments and work only during day time to avoid disturbing local resident; and collect and transport wastewater to a licensed industrial wastewater treatment plant. Rinse water will be disposed of at a licensed industrial wastewater treatment plant. To reduce impacts from contaminated wastewater and sludge, contract with the licensed industrial wastewater treatment plant with technology suitable for chlordane and mirex treatment and ensure emission standards are met. Potential risks and mitigation measures connected wit termite control measures include: Requiring protective clothing and masks of all termite control operators, strictly enforcing re-entry time to the construction site, and taking precautions to prevent chemicals from entering streams and other surface waters; and ensuring the highly toxic sulfuramid is only applied by certified termite operators; and equip the Poison Control Center to perform "gastric lavages" in case of accidental ingestion.
