This environmental assessment for the Tanzania Transport Project, which improves traffic flow and reduces transport costs and accident rates on priority road sections, anticipates negative environmental impacts and proposes measures to mitigate them. The asphalt plant will produce dust and cause risks to worker health and safety; and sand/gravel may disturb the riverbed and affect water quality and the ecosystem. These impacts will be addressed by requiring official approval or including specifications in the bid document for a valid operating license from the National Environmental Agency of Albania. Borrow pit areas will be restored at the end of the contract. Cover or wet truckload to reduce dust and fumes, sand and gravel. To reduce noise and vehicular exhaust and road congestion, haul material at off-peak traffic hours; and use routes to minimize major traffic sites. Limit activities of traffic during specified hours and driving speed as agreed or in consultation with the public. Also water construction site and materials storage sites. Redirect traffic with signs easily seen and followed to minimize traffic disruption. To prevent water pollution, cover material storage areas and construct channels to run off to sewage system. To stop sediment runoff, provide sediment fence and straw bales. To protect water resources, take measures to prevent direct water entry from construction sites into streams, canals, lakes, and wells; and provide detention basins where needed. Upon archaeological discovery, notify authorities. Dispose of construction debris (concrete, asphalt fuels, paints, contaminated soil) in approved locality and cover with inert material. Dispose of other solid waste according to local sanitary regulations.
