Niger is one of the ten poorest countries in the world. To improve key infrastructure sectors and foster economic growth, the government of Niger created in 1999 the Autorite de Regulation Multisectorielle (ARM), a multi-sector regulatory agency to oversee regulatory issues in the water, electricity, and telecommunication sectors. In light of the increasing role of private operators in the management and operation of national utilities, the government of Niger requested donor assistance, including from the World Bank and Public Private Infrastructure Advisory Facility (PPIAF), to strengthen key institutions such as the ARM.
