The Electrical and Mechanical Industries (EMIs), which are largely in the public sector, have shown modest development due to their intrinsic complexity, the earlier existence of opportunities for rapid development of simpler or resource based industries, and institutional and policy constraints. However, it has become necessary to develop a well-balanced EMI sector that can provide standard intermediate and equipment goods. In order to remove constraints and increase the efficiency of the EMI sector, a long-term strategy should address the protective system, agency coordination, investment policy, appropriate technology, and guidelines governing the public and private enterprises. Specific project recommendations include a ship repair yard, foundry expansion, projects related to the fabrication of automobile accessories, improvement of technology and production processes, and development of information channels. Strategy should focus on the identification and development of export-oriented industries where Tunisia has or can develop a comparative advantage.
