In the year of 1994, Arturo Israel was interviewed on behalf of the World Bank Group Archives oral history program by Richard Webb and Davesh Kapur. He was good observers and practitioners during the year of 1970 and he was also worked with project and program management in development countries that it is easier to builds dams and highways than it to improve the institutions that maintain and manage them. He was prensented a clear and policy-relevant analytic framework for evaluation of development projects, creating physical insfrastructure to categories effective and efficiently. Israel assesses the charactristics of different types of the project interventions and applies them to institutional capacity-building efforts.
