Mexico - Bajo Rio Bravo/Bajo Rio San Juan Irrigation Rehabilitation Project : Mexico - Proyecto de Rehabilitacion de los Distritos de Riego del Bajo Rio Bravo y Bajo Rio San Juan (Espanhol)

This is the project completion report (PCR) on the Bajo Rio Bravo/Bajo Rio San Juan Irrigation Rehabilitation Project in Mexico. In the early 1970s, the decline in agricultural production of Mexico raised concerns about the long-term ability to keep pace with the growth in domestic consumption and the need to reduce income disparities among the population. The project was envisaged as an important step to bring agricultural production back in line with domestic and foreign demand. The project, the second Bank-financed irrigation project in the area, was to rehabilitate the drainage and irrigation systems on about 280,000 ha, increase agricultural production through changes in cropping patterns, and alleviate the disparity of income levels among the rural population. The project impact is difficult to measure at this stage, as all the investments originally envisaged have only been completed in a small area. Less crop diversification and shift towards high-value crops than expected have taken place; yields of the main crops (maize and sorghum) have increased (yet less than anticipated), due to the strengthening of research and extension services, better salinity control and the improved road network. The project ERR is now estimated at 12.5 percent, lower than the 17 percent estimated at project reformulation.
