The World Bank's overarching objective is to assist Iraq build capacity for better public sector governance, with an emphasis on public financial management (PFM), given Iraq's challenge to use its own resources transparently and effectively. The World Bank provides policy advice and technical assistance to support Iraqi-led PFM reforms. Iraq's commitment to improving its use of public resources is reflected in the central role PFM plays in the socioeconomic pillar of the International Compact for Iraq (ICI). This paper includes the following sections: public sector governance; project implementation issues; status of IDA credits; ITF financial status; World Bank presence in Iraq; and annex 1 -- status of projects under implementation.
