Ratings for the Climate Change Development Policy Operations Project for Vietnam were as follows: outcomes were satisfactory, risk to development outcome was moderate, Bank performance was moderately satisfactory, and Borrower performance was moderately satisfactory. Some lessons learned included: (a) An effective cross-sector platform is needed to achieve significant progress on policy and institutional reforms that address climate change; (b) Convergence of programs and resources between line ministries, across development partners, and between the national and sub-national levels of Government is also necessary for achieving progress on climate change reforms; (c) Sustained programmatic engagement is essential to achieve progress in the context of an innovative, multi-sector, multi-thematic and complex reform agenda, which brings additional complexity in the design of the DPO series but at the same time high payoff as it pursues a more holistic approach; (d) High level of engagement with the government, supported by strategic and targeted technical assistance and knowledge is essential to achieve reforms on climate change; and (f) Systematic integration of climate change considerations into sectoral and provincial development plans require a framework that helps the government to prioritize climate action.
