Project outcome is rated satisfactory, and the overall sustainability rating of the reforms supported by the Grant appears likely. Both World Bank and Borrower performances are considered satisfactory. Lessons learned include the following: This project demonstrates the Bank's catalytic role by providing scarce budget support resources that are specifically linked to sectoral policies. Much of the effectiveness of the policies supported by the project reflect a project design that tackled key priorities that had been clearly identified by the interim administration of Kosovo and the Bank's trasitional support strategy. Clear focus on limited outcomes was crucial to achieve tangible results. Kosovo is a good example of a post-conflict situation where particular emphasis was put on selctivity of the activities the Bank could support with limited resources. Ownership by the interim administration was an absolutely necessary condition to achieve proper selectivity and adequate prioritization of conditionalities. Local consultation in which the Bank played a key role were crucial given the early stages of the interim administration's mandate in Kosovo. Frequent, close, and intensive consultation with donor was critical.
