Viet Nam - Rural Energy Project : environmental assessment (Vol. 10) : Supplementary environment impact assessment : southern region (Inglês)

The report is an environmental assessment of the Rural Energy Project in Vietnam. Following a review of the legal, and administrative arrangements, it assesses the analysis of alternatives for the installation of transmission lines (TL), and for substations location, to minimize environmental, and resettlement impacts. Taking into account the Environmental Law, the project design avoids dense forest areas, and preferably selects forest areas of low economic, and ecological value, for both temporary access roads, and installation of TLs. Surveys revealed there are no cultural, or archaeological sites along the project area; however, if local sites are discovered, authorities from the Electricity of Vietnam (EVN) shall notify local authorities. Nonetheless, during construction, environmental concerns feature vegetation clearance, soil erosion due to excavations for temporary access road construction, and due to equipment/material transportation. Measures to mitigate adverse impacts include the installation of retaining fences to prevent slope erosion, followed by vegetation, and tree planting to avoid soil erosion. In such cases where slopes, or swamps cannot be avoided for the installation of poles, pole-footings will be redesigned to suit ground conditions. Hunting, and lumber activities will be strictly forbidden, in compliance with the Forestry Control Branch regulations. Local health facilities will be available at construction camps to ensure medical, and hygienic measures, particularly in the prevention of endemic, and waterborne diseases. Electromagnetic fields at the edge of the right of way, will be kept below 5 KV/m, in accordance with international standards.
