Nicaragua - Rural Roads Infrastructure Improvement Project : environmental assessment (Vol. 13) : Valoracion ambiental : rivas-veracruz (Espanhol)

The Rural Roads Infrastructure Improvement Project’s development objective is to improve the access of the targeted rural population and its products to markets and to public services through improvements in the road infrastructure. Efforts will also be made in strengthening the road sector, asset management and disaster risk management capacities as well as contributing to employment generation opportunities for the local population. The primary target group for the proposed project is the rural population living in the priority centers of productivity, and who are especially farmers with agribusiness interests connected to, living along, and using the target roads for personal and commercial purposes. Some of the specific objectives of the project include: a) Conducting the Project description, identifying the activities that generate potential impacts to the environment; b) Submitting the environmental legal framework in force involving issues that are involved in the execution of the work; c) Identifying and assessing environmental and social impacts, direct and indirect, and positive and negative, which will affect the construction, operation and maintenance of the roads; d) Determining the environmental and social measures of prevention, mitigation, correction and compensation, which will be integrated into the final engineering design in the bid specifications and quantities of general works; and e) Having an Environmental and Social Management (PGAS) Plan for the Project. From the environmental standpoint, the project is feasible, for the features found in the type of construction, which is paved. The negative social and environmental impacts are of low importance. The greatest negative environmental impacts that will arise are: noise, dust, temporary discomfort access, auto accidents, pedestrian accidents, increased erosion and slope instability by use of materials, mainly. These negative impacts can be prevented, mitigated or compensated for with social-environmental measures defined in the project.
