China - Second Fujian Provincial Highways Project : resettlement action plan (Vol. 6) : Hua ' an section of Zhangzhou-Hua ' an Road : Huxi-Chiling Road in Zhangpu County, Baishui Large Bridge in Longhai City (Inglês)

In accordance with Chinese laws and regulations, this Resettlement Action Plan (RAP) was prepared to ensure that project affected persons (PAPs) would benefit from the implementation of the Second Fujian Provincial Highways Project and their living standards improve as a result of the project. It is envisaged that the project will adversely affect the living standards of people in the right of way and o this end, the Fujian Provincial Expressway Construction Directorate Office (FPECDO) developed guidelines to effectively conduct and monitor the objectives of the RAP. The action plan calls for, first, an internal monitoring, which will be conducted by government officials, who will gather information, and supervise database information on resettlement issues. Furthermore, indicators such as compensation, relocation and rehabilitation of PAPs, will be monitored, as will the restoration of affected enterprises, with expected job replacements, as a result of project implementation. Second, an Independent Monitoring Organization (IMO) will undertake and oversee: 1) the efficient development of the resettlement plan, supervising in turn, the internal monitoring process; and, 2) the proper adjustment of PAPs to their new lifestyles. The IMO will also conduct standard of living surveys annually, and inquire about any grievance issues through interviews or public consultations.
