Guinea - Health Sector Support Project : waste management plan (Francês)

The Health Sector Support Project will improve access and coverage of health services by the poor and to prepare the Ministry of Health for Phase III. Specific objectives are: enhancing knowledge and skills to prevent and manage communicable diseases, nutrition and reproductive; health at household level; increasing access and utilization of basic health care services for the management of communicable diseases, childhood illnesses, malnutrition, and maternal health; and strengthening the referral system. The presence of biomedical wastes poses adverse environmental impacts, due to the potential, inadequate handling of infected materials. This assessment addresses specifically the management of biomedical wastes, and examines the institutional capacity within health institutions and local authorities, to propose a feasible plan of action to reduce HIV/AIDS infection risks. Measures to mitigate biomedical wastes disposal are as follows. Institutional, legal and regulatory frameworks will be strengthened through inter-governmental efforts, and enforced environmentally sound waste management practices will take effect. Health facilities will be provided with sanitary equipment for the collection, and removal of biomedical wastes, as well as trained personnel in precautionary practices for handling infected, or non-sterilized medical wastes. Incinerators will be installed for hospital uses. Additionally, training and specific programs will be conducted for health providers, doctors, and municipal and sanitation personnel on the related risks between AIDS and biomedical waste disposal. Public awareness, and dissemination information on the direct, and indirect risks of inappropriate wastes handling will be organized through media channels, to sensitize communities. Infrastructure related works should consider adequate treatment of effluent discharges (at the municipal level), including systematic incineration plans, and compacted waste disposal.
