Argentina - Additional Financing for the Provincial Road Infrastructure Project : environmental assessment (Vol. 3) : Programa infraestructura vial provincial ficha de evaluacion ambiental y social de proyectos viales : Malla 3 Corrientes (Espanhol)

The Provincial Road Infrastructure Project aims to: (i) strengthen the planning process to support the preparation and implementation of comprehensive multi-year road programs; (ii) introduce the use of performance-based contracts as a key step toward implementing a sustainable and cost effective road management strategy; and (iii) bring about the required technical capabilities in the provincial road agencies to allow for the introduction of new management strategies, gradually supporting their transformation into results-oriented organizations with enhanced capacities. The additional financing part of the program includes rehabilitation and maintenance works of roads in the provinces of Corrientes, Entre Rios, Cordoba, and Santa Fe. It is expected to have negative impacts to the natural environment, but it is hoped that the impacts to the public will be minimized. However, there are several activities related to the execution of works which may generate potential socio-environmental risk, making it necessary to identify them with a view to proposing actions or measures to prevent mitigate and possibly offset the potential negative impacts. It should be noted that socio-environmental impacts under the program are mainly direct, temporary and occurring during the execution of works. Potential environmental and social impacts include: a) air pollution; b) impact of solid waste whereby the pollutants that will occur in the implementation phase of the works are waste material and waste products of machinery as filters, used spare parts, tires, oil tanks, waste, among others; c) noise and vibrations in that the use of machinery and equipment during the execution of works may lead to levels of noise affecting workers and in some cases residents located along the roads; and d) visual pollution in that the final disposal of waste materials can alter the existing landscape or scenic beauty.
