Approximately 35 percent of the urban population of Cameroon and 22 percent of the rural population are estimated to be adequately served with water, and sewerage systems are practically non-existent. The organization of the water supply system is highly fragmented. Principal issues within the sector include: (i) definition of objectives; (ii) provision of an adequate institutional and legal framework; (iii) improvement of recruitment, training, and conditions of employment; (iv) revision of tariffs; and (v) identification and execution of necessary preinvestment, technical, managerial, and economic studies. The proposed objective for urban water supply is to serve the whole urban population by 1986. In rural water supply, it is proposed that the government at least maintain the present level of investment and consider doubling annual investment by 1980 to advance to 1990, the time by which essentially complete coverage of the rural population could be achieved. The absence of cost data make it difficult to propose an investment programme in urban sewerage and drainage but this seems of low priority. The government has unofficially accepted most of the proposals.
