Tunisia is the smallest of the North African countries, bothin population - about 4.5 million, and in land area - 125,000 square kilometers. Its natural resource base is comparatively modest, consistingmainly of some minerals, and a climate and soil capable of supporting agriculture of varying degrees of intensity on about half the land area.of equal or greater importance to Tunisia's longer run development potential is its location, near to the European markets, and the educationand pragmitism of its leadership. The first major aim of the Government was to strengthen government administration and to expand education. In both respects great strides have been made. concertedeffort to speed up economic growth began in the early 1960's, and hassucceeded in accelerating the growth rate from an average of 3.5 percent in thedecade of the 1950's to about 6 percent annually in recent years. Average incomeper head now stands at roughly USD 200, although there are still widedisparities between those participating in the modern sectors of theeconomy and the larger group still dependent on traditional agriculturaland handicraft activities. Moreover, it left a severe shortage ofskilled manpower, particularly in the middle levels of administration andin virtually all technical fields. However, the upper levels of theTunisian administration are exceptionally able, and the results of theearly emphasis on education are now beginning to help reduce the shortages in other areas. Economic planning plays an important part in Tunisian governmentpolicy. In 1962, a long run set of targets was prepared - "The Ten YearPerspective of Development - 1962-1971", and shortly after, a "Three YearPlan 1962-1964" was issued. A further improvement has been added this year in the decisionto prepare annual economic budgets, which will introduce a highly desirableelement of flexibility into economic development policy.
