Afghanistan - Emergency National Solidarity Project (Inglês)

Ratings for the Emergency National Solidarity Project for Afghanistan were as follows: outcomes were satisfactory, the risk to development outcome was substantial, the Bank performance was satisfactory, and the Borrower performance was satisfactory. Some lessons learned included: that in a difficult post-conflict situation characterized by limited government capacity, the project's choice of institutional arrangements featuring performance based contracting of service providers for management assistance and field implementation lends itself to a rapid scaling up of project outreach. The challenge of maintaining engineering quality of sub-projects, which has been and remains an issue in the project and nationally across other projects and programs, needs to be managed. However, this can not be effectively addressed at the level of a project implementing agency, but requires a broader effort aimed at building capacity for small and medium contractors coupled with a certification process to establish a list of pre-qualified contractors. Monitoring and evaluation needs to be strengthened in several areas including: (a) entry of baseline data into the Management Information System (MIS); (b) periodic audits of Community Development Council (CDC) financial management and procurement; (c) assessments of livelihoods activities in terms of sustainable income increases; (d) entry into the MIS and analysis of data on CDC composition to enable an assessment of the governance outputs of National Solidarity Project (NSP) in terms of inclusiveness versus elite capture; (e) assessment of the factors that critically influence the functioning and roles of CDCs; and (f) assessment of the poverty reduction impacts of the NSP.
