An overview of monitoring and evaluation in the World Bank (Inglês)

This study concentrates on the twenty-year history of World Bank involvement with the establishment and use of project monitoring and evaluation systems. The search for appropriate indicators and the monitoring of project performance covers a longer period. But it was only in the mid-1970s, when the Bank priorities shifted to poverty reduction and rural development, that the collection of activities known as M & E received formal organizational recognition. The Overview examines monitoring and evaluation practices across sectors, including infrastructure sectors where the term "M & E" in not even used. The Overview is based on inspection of Staff Appraisal Reports, Project Completion Reports and Performance Audit Reports covering two periods of activity since about 1980. The review includes: a) the development of M & E policies and programs; b) the latest developments in project M & E at appraisal; c) results of project M & E; d) recent work above the project level; and e) a summary of findings and recommendations.
