Pakistan - FATA Rural Livelihoods and Community Infrastructure Project (Inglês)

Ratings of Federally Administered Tribal Areas (FATA) Rural Livelihoods and Community Infrastructure Project(PLCIP) for Pakistan were as follows: outcome was unsatisfactory, Bank performance was moderately unsatisfactory, and monitoring and evaluation quality was modest. Some of the lessons learned include: 1) Sustainability of project interventions is an important consideration to include in project designs; 2) Building a functional and participatory monitoring and evaluation system is critical to adaptive project management; 3) Robust ex-ante assessments to design key project activities must reinforce Bank-financed and managed operations, especially in Fragility, Conflict and Violence (FCV) contexts where the Bank is already operating in a context of fragility; 4) Identification of risks and appropriate mitigation measures are key to effective implementation of projects, most importantly in a context where the political economy is in a constant flux; 5) When designing operations in FCV contexts it is key to understand the capacity of local institutions and quality of governance environments in which we operate; and 6) Saving groups as a long-term phased approach to financial inclusion is an opportunity missed in RLCIP.
