This year marks the twentieth year of the UNDP-World Bank Water and Sanitation Program. The author traces the developments in the water and sanitation sector since the program's inception in 1978, and analyzes how the program has affected by these developments. The case study represents an attempt to describe in parallel the evolution of the program and the evolution of international thinking concerning water and sanitation during the 20 years of the program's existence.
