Lebanon - Roads and Employment Project : Environmental Assessment : Environmental and Social Management Framework (Inglês)

The development objectives of Roads and Employment Project for Lebanon are to: (i) improve transport connectivity along select paved road sections; and (ii) create short term jobs for Lebanese and Syrians. Some of the mitigation measures include: (i) generation of nuisances-noise, air emissions, dust and vibrations at construction sites; (ii) generation of solid and hazardous wastes such as rubble, debris, empty fuel drums or chemical containers; (iii) generation of waste oil, filters and spare parts maintenance of machine or equipment; (iv) quarrying for hard stone, soil and sand has potential to degrade the land, destroy biodiversity and habitats; (v) loss of standing biodiversity and soil-borne genetic reserve in form of seeds; (vi) obstruction to access routes, visual intrusion; (vii) concentration of workers can generate both solid and sanitation waste, which poses hazards to human health; (viii) injuries to workers, either due to long term exposure or accidents, which reduces their productivity and increases costs to the state and society; and (ix) social decadence, increased hazard of transmission of STDs, HIV/AIDS, and crime. Some of the mitigation measures include: (i) employ construction machines with low emissions to reduce pollution, arranging sources of emission far from people's houses and public places; (ii) temporary storage of solid wastes shall be done with appropriate containment to avoid spreading of waste, odor and avoid dust; (iii) earthwork should be carried out during dry weather periods; (iv) provide information and awareness-raising campaigns for workers on labor influx issues; (v) workers should be instructed to protect flora and fauna, including aquatic life, as well as their habitats; (vi) hazardous waste and contaminated soils should not be dumped on-site but stored in a designated, labelled site until removal to a landfill or dumpsite designated by the local authority or the Ministry of Environment becomes possible as appropriate; and (vii) construction material and stock piles should be covered to avoid wash off to water bodies.
