Zaire - The economy (Vol. 4) : Modele prospectif a long-terme (Francês)

Zaire achieved substantial economic progress until independence in 1960. But turmoil resulted from the social, political, and organizational vacuum left by the precipitous departure of the European cadres and settlers. A decline in agricultural production induced a process of rural emigration on one hand and a return to subsistence farming on the other. New investment in industry has had a limited employment creation effect because of high capital intensity, and real wages of unskilled workers are low. The country remains highly dependent on mineral exports for securing financial resources. Constraints to economic development are physical, financial, and institutional and human, which limit available strategy for development despite the considerable natural resource endowment. A suitable development program will require increased investment in agriculture, closely coordinated with development of transport infrastructure. Investments in education will have to increase and should be geared to long-term objectives. Any strategy will require improvement in the decision-making process and policy coordination in economic management.
