The Third Environment Program Support Project, aims at improving environmental conditions, and the sustainable management of renewable natural resources of the country's rich, and diversified environments, which include marine and coastal ecosystems, and coastline and mangrove forests. The Program's institutional arrangement is based on project management principles, and, the project scope is intended to reduce risks on sensitive habitats, decrease pressures in intervention areas, preserve forest and lake areas, and reduce environmental degradation. While the nature of the project itself is environmentally oriented, this environmental management plan specifies the process framework, developed to prevent and minimize potential adverse impacts on activities related to the creation of protected areas, conservation sites, and land reserve. Such activities are classified as category 2, requiring an integrated impact study of environmental conditions, and affected populations. In accordance with the Bank's operational directive concerning the environment and indigenous populations, the case of the Mikea Forests particularly calls for social, economic, and cultural preservation, mainly for the protection of their natural resources, and living standards. This framework is based on the ethnic and socioeconomic conditions, within the legal context of land rights relevant to the Mikea populations. Following public consultations, potential environmental adversity was identified, through screening activities, namely to comply with environmental management standards, and monitoring criteria of daily management activities in coordination with the technical, and financial supervisory units.
