The objective of the Second Karnataka State Highway Improvement Project for India is to alleviate the unsafe condition and congestion of the existing selected road network connecting the villages and towns by enhancing the capacity and quality of the roads to the users in a sustainable and environment friendly manner. Negative impacts of the project include: loss of land, loss of residential structures, loss of commercial structures, and encroachers. Mitigation measures include: 1) loss of perennial crops and non-perennial crops will be compensated in accordance with Horticulture department valuation process; 2) in case land owners becomes landless or marginal families, the following additional entitlements will be offered: (a) subsistence allowance of Rs.30, 000 for landless and marginal; and, (b) assistance for creating income generation asset valued uptoRs.75, 000 for those becoming marginal farmers and landless only; 3) in case more than 25 percent of house is affected and unviable for retaining, full compensation will be paid; 4) shopping units with 100-150 sq.ft will be constructed if more than 20 shops are affected in a continuous stretch of 2kms and opt for shop; 5) training for self employment will be provided to one adult per family as needed; and 6) employees in shops, agricultural laborers, etc who are affected will be given subsistence allowance of Rs. 15000.
