El Salvador - Municipal Scorecard 2008 : Midiendo las Barreras Administrativas a Nivel Municipal en América Latina (Espanhol)

This paper explains that the International Finance Corporation (IFC), member of the World Bank Group, promotes economic growth in sustainable middle-income countries and emerging economies. Through its Advisory Services in Latin America and the Caribbean, specifically through its program of Improving Business Environment, it supports initiatives of simplification of procedures for compliance with municipal regulations in order to promote growth led by the private sector in the region. It adds that IFC began its program of simplifying procedures in Latin America and the Caribbean in 2004, with the Municipality of La Paz, Bolivia. In the case of the procedures for obtaining operating license and permits for a construction company the results are presented based on two types of variables: process and performance. Performance variables measured: time, cost, number of visits by the employer to the Municipality and number of rejections of applications. Variables evaluate aspects such as process information infrastructure and tools used by municipalities to improve their management procedures. IFC participates in simplification projects in El Salvador since 2009. Municipal Scorecard Report 2008 includes 11 municipalities for two procedures.
