Belarus - Forest Biodiversity Protection Project (Inglês)

The outcome of the project is rated satisfactory, though sustainability remain uncertain, based on Belarus weak economic, and financial aspects, which limit funding for national parks management. The Bank performance was marginally satisfactory, due to a negligible appraisal, conducive to procedural difficulties in implementation. Conclusions address the lack of project provisions for long-term regional bio-diversity funding, an approach not confined to the Global Environment Facility (GEF), and, the inadequate, national research perspective of an academic point of view, i.e., the research contribution to a discipline, rather than problem-solving approach. These conclusions lay the foundation for the main lesson, that specifies that this operation was initiated at the early stages of the pilot phase of the GEF, (which implicitly assumed that following the initial GEF support, countries would be able to obtain follow-up funding). But, this assumption is no longer valid, therefore, it is suggested that GEF should review whether further steps should be taken in ensuring long-term support for bio-diversity protection, in a broader nation-wide view of bio-diversity, and conservation issues. Furthermore, a more general review on how to ensure sustainability of bio-resources could be raised.
