Ratings for the Global Environment Facility (GEF) Sustainable Transport and Air Quality Program Project for Argentina were as follows: outcomes were moderately satisfactory, risk to global environment outcome was moderate, Bank performance was moderately unsatisfactory, and Borrower performance was moderately unsatisfactory. Some lessons learned included: the value of associating GEF operations to larger urban transportation projects needs to be evaluated on a case-by-case basis. The selection of implementation arrangements (centralized versus decentralized implementation) under GEF projects raises complex political economy questions that need to be thoroughly analyzed during appraisal. Donations, such as GEF operations, should be used as catalyst financing for they provide an important vehicle in the Bank’s agenda-setting power and capacity.
