Burkina Faso - Ouagadougou Transport Modal Shift Project : social and environmental assessment (Vol. 2) : Rapport final (Francês)

The development objective of the Ouagadougou Transport Modal Shift Project for Burkina Faso is to establish a policy environment conducive to encouraging a shift in transport mode from individual to public transport in the city of Ouagadougou. This environmental assessment highlights negative as well as positive impacts that could affect the natural and human environment components during preparation, implementation, and operation of the Transport Sector Project for Burkina Faso. It reports that the most affected environmental and social aspects are: air quality due to dust dispersion and atmospheric releases; water supply, which could result in restricting availability; soils affected by erosion and compacting, which lead to land loss; degradation and fragmentation of animal habitat; protected areas where work is carried out without supervision; population directly affected by work which is not compensated on time; women, who are generally excluded from the consultation and compensation processes, although they are affected by the works; a decreased standard of living due to disruption of lifestyle or of economic activities; and health risks to population because of accidents, sexually transmitted diseases, and respiratory diseases. Mitigation measures are of two types: those requiring minor adjustments to current methods or practices, and those requiring in-depth changes in the processes. Measures in the first category include: identifying protected areas, deciding areas for heavy machinery transport, scheduling work, determining water supply potential, managing toxic materials and potential contaminants, and equally employing women and men. Measures requiring substantial changes include: ensuring work area safety, training workers about safety, developing better information and consultative processes, protecting rivers, rehabilitating construction sites once work has finished, and reducing pollutants (noise, dust, and landscape).
