Rwanda - Electricity Access Scale-up Project - Sector-wide Approach : envireonmental assessment (Vol. 3) : Environmental management plan for the construction of 110kv transmission lines from Rukarara to Kilinda (Inglês)

The objectives of the Electricity Access Scale-up Project - Sector-wide Approach (SWAp) for Rwanda are two-fold: (i) increasing electricity access to households and priority institutions at a scale consistent with the targets of the Economic Development and Poverty Reduction Strategy (EDPRS); and (ii) assisting the Government of Rwanda (GoR) mainstream the energy SWAp and process by establishing a functioning donor partnership framework for sustained financing of investment and capacity strengthening, aligned with national priorities and results. Negative measures include: impact on fauna, borrow pits, air pollution, noise pollution, aesthetics and visual related impacts, dust impacts, vegetation destruction, loss of crops in areas where access roads will be built for the project, and impacts on soil and water from machinery fuel and lubricants contamination from accidental spills or unsound disposal or handling. Mitigation measures include: a) work during approved and acceptable hours to minimize noise and effects of air pollution from their equipment; b) select borrow pits in areas not considered ecologically fragile or sensitive, rehabilitate borrow pits, and ensure that the borrow pits have drains to ensure that stagnant water which are breeding sites for disease vectors do not occur; c) effective and close supervision of construction activities; and d) locate transmission lines along pre-defined servitudes/rights of way to minimize impact on aesthetics and to maximize safety of communities near routes.
