This resettlement plan for the project of Western provinces rural water supply, sanitation and hygiene promotion for China covers policies to protect relocated people's legal rights and to guarantee relocation. The implementation of this project requires no large-scale land acquisition, building demolition or resident resettlement. The project construction will have some impact on the resident's production and life. A small portion land will be expropriated and some land will be temporarily occupied for construction, although the influence is limited and temporary. According to China's relevant policies and laws and the World Bank's basic requirements for resettlement, the project construction should raise, or at least not reduce the affected individual's production and living conditions and the affected individual has the right to get relevant compensation from the project implementer. The project implementer will assist the affected individuals to resume or raise their original income and living level. In order to fulfill these basic principles, the project executive agency, Shaanxi Province Development and Reform Commission, Shaanxi Province Foreign Loan Utilization Office, Shaanxi Province Bureau of Land and Resources, and other relevant bureaus, will formulate relevant policies and measures in connection with this project. These policies and measures have been prepared for province and city government's permission and then the province government will submit them to the State Council for permission.
