Continued high population growth threatens the prosperity of Zambia by generating consumption demands that will compete directly for the resources needed for investment for economic diversification, agricultural growth, and social infrastructure. In addition, population growth continues to exacerbate the problem of urban growth and to fuel rural migration to the urban areas. A positive start in family planning services has been made, but a strengthened program can only be achieved with government and public understanding of the problem and concurrence on policy actions. Specific recommendations for improved maternal and child health care and promoting family planning are included in the report. A shift toward preventive health care, which will require organizational changes, is strongly recommended. Manpower requirements will involve substantial training at all levels. The limited financial resources should be concentrated in maintenance and improvement of existing services. Finally, far-reaching nutrition improvements can result from the introduction of nutritional considerations in food pricing and production policies. Lack of access to and from market must also be addressed.
