North China water quality management study - summary report (Chinês)

Northern China is facing some of the most challenging water quality management problems in the world. The relatively low level of water resources, combined with high population densities and explosive economic development, has resulted in serious water shortages and degradation of the region's rivers, lakes, and costal areas. In recognition of these problems, the Government of the Netherlands, through the World Bank-Netherlands Water Partnership Fund approved a grant to study how to meet the huge investment demands for urban water and wastewater infrastructure and improve the performance of water and wastewater utilities. The North China water quality management study was a collaborative effort between the World Bank and the China Ministry of Construction to examine these issues and highlight new policy directions. The study has identified key issues, examined investment trends, and piloted a benchmarking system. The study has provided a number of practical recommendations which can result in improved policy formulation, better utility management, and improved private sector participation. The study found that analyzing the performance of wastewater utilities was much more difficult as most cities, at present, do not contain comprehensive information on their wastewater services, particularly for collection. The study highlighted that significant benefits in water service and water quality could be obtained from improving the performance of utilities.
