China - Inner Mongolia Transport and Transport Facilitation Project : environmental evaluation report and environmental action plan (Vol. 2) : EIA for for Hailar-Manzhouli Section of Shuifenhe-Manzhouli Highway (Inglês)

For the Inner Mongolia Transport and Trade Facilitation Project for China, general assessments have been conducted on social and economical impacts, ecological impacts, noise, and air pollution, among others. As the results of those processes, it was concluded that all sub-projects might create a few minor and easily recognizable environmental problems, but no significant ones. The following are some of the anticipated negative environmental impacts and measures to mitigate them: Any waste material resulting from bridge/culvert construction should not be let into the river channel to avoid any impact on the flood discharge capacity or original functions of the river; avoid destroying river dykes and affecting flood discharge capacity; and narrowing river channels; inform proper authorities when cultural relics are found; schedule work for least interference with residents; clean up site after completing construction; for temporary land acquisitions, maximize use of wasteland or poor land, and to minimize rangeland, and pay compensation; and recultivate and restore vegetation; to reduce air pollution, use soil borrowing measures; restore topsoil; plant trees on road sides and replace removed trees; cover transport vehicles, wet fly ash, promptly clean earth surfaces, control vehicle speed and manage traffic flow. Avoid discharging asphalt smoke and locate asphalt and lime-mixing plants downwind; Minimize noise of road building machines by locating machinery away from residential areas, and repair and maintain machinery and equipment. Adopt cofferdam method to effectively prevent turbid water quality, and prevent pollution from construction waste falling into rivers. Collect and treat machine oil and prevent discharge into water bodies. Cover the stack sites for construction with canvas. Domestic sewage produced from the construction camping sites should be centrally treaded, and excrement and urine may be compost-treated and then become a fertilizer for grasslands. Otherwise bury non-hazardous solid waste in pits. Other measures include traffic safety, preventing vehicle overload, hazardous waste disposal management, controlling speed minimizing horn blowing, following exhaust emission standards, and operating drainage facilities.
