The Project Development Objective of the Deforestation and Forest Degradation (REDD) Readiness Preparation Support Project of the Democratic Republic of Congo of is to strengthen the capacities of the Congo Basin countries on REDD+ issues and on forest carbon stock measurements. The risks that REDD projects could pose to Pygmies Indigenous Peoples (PAP in French) are linked to their marginalization: a)Failure to take into account Pygmies Indigenous Peoples (PAP) in the REDD governance processes, from bottom (in project areas) to top; b)Not taking into account the PAP and their interests in the formulation of projects and their objectives; c)Loss of access to forests or savannas where they have interests, rights, and where they enjoy economic and cultural practices, thus loss of food security and income; d)Discrimination faced by PAP in recruitment of plantations and reforestation personnel; e)Failure to consider PAP in the process of community capacity building; f)Failure to consider of PAP in the process of dissemination of technical and other types of knowledge (family planning, etc.) and the provision of inputs. To mitigate these risks in total more than 45 measures have been defined. The most important measures are: 1)Integrate and consult indigenous peoples as fully-fledged stakeholders involved in the full cycle of REDD+ projects development, where these may impact positively or negatively indigenous populations or occur in areas of interest of PAP, so that they receive benefits thereof; 2)Carry out FPIC processes so that PAP can freely and knowingly put forward their points of view; 3)In terms of governance, integrate indigenous peoples representatives in most of the design, 4) planning and decision-making REDD+ committees; 5)Support IP so that they can develop their own REDD+ projects; 6)Ensure that the needs of the IP in terms of land use are taken into account in the land-use planning process; and 7) Recognize indigenous populations as rights holders and customary land owners.
