Parastatals in Tanzania : towards a reform program (Inglês)

Since the Tanzanian government has become increasingly concerned in recent years about the poor performance of its parastatal sector, this report attempts to assess the sector in an effort to clarify its future role and responsibilities with an eye to greater efficiency than in the past. Accordingly, the report describes the parastatal sector and assesses its performance and investigates the reasons for the poor performance observed, focusing on those factors that are amenable to improvement through policy changes. It further reviews past recommendations and efforts at reforming the parastatal sector and proposes steps to be taken from this point forward. Appendices in the report, present more detailed pictures of the parastatal sector, its economic and financial performance, employment and compensation practices and the institutional framework that manages and supervises the sector.
