The World Bank and the environment in Central and Eastern Europe and the Commonwealth of Independent States : 1995-1998 (Inglês)

This report presents the World Bank's environmental activities in Central and Eastern Europe and the Commonwealth of Independent States (CIS) since 1995. The Bank has continued to place importance on National Environmental Action Plan (NEAP) and institutional strengthening. The Bank also continues its participation in several regional collaborative efforts designed to improve the Baltic, Black, Aral, and Caspian Seas, and the Danube River Basin. Looking at the future actions and needs, the Bank is defining its role in helping clients focus on their emerging agenda. First, 10 client countries are in the process of European Union (EU) accession. The Bank will help these countries assess the financial commitment and possible options for EU accession environmental compliance schedules. Second, the CIS countries and many of the countries not planning on immediate accession to the European Union face serious environmental challenges. The Bank will help them identify their priorities, develop institutional capacity, and then move from plan to action. Third, all clients are increasingly looking to the Bank for support not only for traditional infrastructure financing, but also for long-term institution building, poverty alleviation projects, and transfers of technology. The Bank has introduced two new financial mechanisms -learning and innovation loans and adaptable program loans to meet these challenges.
