Cambodia - Land Management and Administration Project : Management report and recommendation in response to the Inspection Panel Investigation Report (Inglês)

This report is in response to the Investigation Report to the Board and to Management on November 23, 2010 by the Inspection Panel (58016) in which it found non-compliance by the Bank with aspects of its policies on involuntary resettlement and on project appraisal and supervision. Both the 2009 Response and the Panel’s Report concluded that the Requesters suffered serious harm or the threat of harm. The Panel and Management also agree that the benefits and protections provided to BKL residents by LMAP fell short of expectations and that Management was unable to prevent or mitigate the harm that occurred. However, while concurring with the Panel regarding a number of significant Project shortcomings, Management considers it essential to characterize these shortcomings properly in terms of their relationship to the harm suffered by the residents of BKL. Management agrees with the Panel that engagement on land issues in Cambodia is highly relevant to the country’s development, and is consistent with the Government’s long-term development vision and the Bank’s overall mandate of poverty reduction. The current state of the dialogue with the Government on these issues has diminished the Bank’s ability to facilitate solutions. Management proposes to report back to the Board on the implementation of the revised Action Plan within 60 days of the Board Discussion of this Management Report.
