This social and environmental management framework for the Chad Urban Development Project discusses likely environmental risks related to subproject activities and recommends measures to mitigate them. Potential environmental impacts include: soil degradation during construction, lowering of the water table because of overuse, health impacts arising from misuse of machinery and equipment or chemical products, stagnant water leading to water-borne diseases, water pollution, waste accumulation on the worksite, disturbance of greenbelts and plant loss, underground water pollution affecting well water, sedimentation blocking drainage canals, risks of falls and construction accidents, habitat destruction, soil contamination from construction waste (cement, paint, oil, etc.), water contamination due to construction materials and chemicals, air pollution from dust, odors, noise, increased garbage, displaced residents and businesses, and soil erosion along road edges. Measures to mitigate these risks include: i) replanting using compatible species; ii) using stabilization techniques to shore up the soil; iii) monitoring water flow; iv) making water users sensitive to water usage issues; v) installing an evacuation system around manual pumps; vi) protecting the water table and treating water before disposal; vii) regular cleaning of the work site and drains; viii) water spraying to minimize dust, proposing compensation for displaced people and businesses; and ix) providing first aid kits in case of accidents.
