Uganda - Northern Uganda Reconstruction Project (Inglês)

The audit downgrades the project rating to marginally satisfactory, in light of higher than expected project expenditures, which undermined the efficiency, and achievement of objectives, such as the restoration of economic productivity, poverty reduction, and gender issues. Although the audit agrees with the Implementation Completion Report (ICR) ratings of uncertain sustainability, and modest institutional development impact, the Bank performance is downgraded to unsatisfactory, in light of inadequate responsiveness to the ongoing conflict in the North, project design weakness regarding control, and accountability, and, negligible supervision, further damaging accountability. Lessons drawn from the project emphasize that the Bank's comparative advantage, is not in dealing with ongoing conflict, for this seemingly conventional investment project, should not have intervened with conflict situations, which endangered the lives of staff, and workers, damaged supervision, and failed to see education as a measure of conflict mitigation, that could have raised the opportunity costs of students joining the rebel movement. But the strongest lesson lies in the failure to understand that implementing a project, which entails the introduction of equipment, infrastructure and people, under the circumstances, is a prescription for rebels to target. Project design should have involved district administrations, local communities, and final beneficiaries in project planning.
