This Environmental Management Plan (EMP) was prepared in compliance with Georgia's environmental legislation, and the Bank's operational policies and procedures, and, determines the eligibility of subsequent subprojects, as identified for inclusion in the first three years of project implementation. Subprojects shall undergo a screening process, based on a comprehensive process of local consultations, local administrations, and local residents, while contractors shall comply to technical specifications in accordance with environmental guidelines, to be monitored on a regular basis. Mitigation stipulates that production and application of bituminous products shall abide by an environmental certificate, which includes emission testing per equipment approved previously, operational adequacy, and proper storage and application of facilities. In addition, quarry extraction materials, such as stone and gravel, are required to be licensed by the authorities in accordance with environmental regulations, therefore, contractors shall be required to use only licensed and permitted operators as sources of raw materials. As per waste management, specific legislation is pending; however, waste disposal sites will be identified, such as landfill sites, but hazardous wastes (oil and lubricants) will be disposed as per standard environmental practices. The impact of traffic congestion shall be the responsibility of contractors, who shall conduct appropriate road signaling, and manage traffic flows appropriately. Additionally, the project includes a component to support road traffic safety. Drainage is a major consideration, which will be addressed by design consultants in the execution of specific road segments, and alignments.
