The Second Rural Energy Project for Vietnam aims to improve access to good quality, affordable electricity services to rural communities, in an efficient and sustainable manner to support Vietnam's efforts towards socio-economic development. After consultation with indigenous people directly affected by land acquisition and those lining in the project affected area, especially ethnic minorities, as well as with local authorities, the following potential adverse effects were identified: potential of electric shock; accident in the construction period; and disturbance to villages by the construction and construction workers. A special program for ethnic minorities displaced or living in the project area will focus on information dissemination, training for electric safety, access to small-scale preferential credit for farmers, and training on agricultural extension (cultivation and animal husbandry). Measures to mitigate negative effects of the project include: i) scheduling construction times after harvesting; regulating construction companies for traffic safety; ii) providing signaling/warnings at dangerous locations; iii) indicating in the contractor's contracts that they are required to provide compensation at replacement value for damage to property; and iv) close monitoring and providing transparency for project implementation.
