The Community Empowerment and Local Governance Project supports the creation of democratically elected village development councils in order to build accountable and participatory local institutions. Through the councils, local communities receive grants to rehabilitate basic infrastructure and restart economic activities. The first cycle of grants has been completed. Under the second cycle of grants, disbursement has reached 50 percent in twenty postos in eight different districts [Lautem, Ermera, Baucau, Oecussi, Bobonaro, Ainaro, Aileu and Liquica]. The project has now reached completion and all assets have been transferred to the Dili District Administration. Applications have now been processed for all advertised posts in the health sector from level 3 to level 7.
