Ethiopia - Sustainable Tourism Development Project : resettlement plan (Vol. 2) : Socio-economic assessment of resettlement project affected persons in Lalibela (Inglês)

The objective of the Sustainable Tourism Development Project in Ethiopia is to support the country's efforts to derive maximum benefit from national, regional and international tourism in view of tourism's impact on economic development and to stimulate private financial flows from the community and other sources into the development of tourism in the country. Particular attention is given to the need to integrate tourism into the social, cultural, environmental, and economic life of the people. Negative impacts include: (i) relocation or loss of shelter; (ii) loss of assets or access to assets; (iii) loss of income sources or means of livelihood, whether or not the affected persons must move to another location; and (iv) the involuntary restriction of access to legally designated parks and protected areas resulting in adverse impacts on the livelihoods of the displaced persons. Mitigation measures of the project are: (i) informed displaced persons about their options and rights pertaining to resettlement; (ii) consulted on, offered choices among, and provided with technically and economically feasible resettlement alternatives; (iii) provided prompt and effective compensation at full replacement cost for losses of assets attributable directly to the project; (iv) provided assistance (such as moving allowances) during relocation; (v) provided with residential housing, or housing sites, or, as required, agricultural sites for which a combination of productive potential, location advantages and other factors is at least equivalent to the advantages of the old site; (vi) offered support after displacement, for a transition period, based on a reasonable estimate of the time likely to be taken to restore their livelihood and standards of living. Such support could take the form of short-term jobs, subsistence support, salary maintenance or similar arrangements; (vii) measures to assist the displaced persons in their efforts to improve their livelihoods, or at least to restore them, in real terms, while maintaining the sustainability of the park or protected area will be identified; and (viii) potential conflicts involving displaced persons will be resolved.
