This resettlement plan for the Guangdong Pearl River Delta Urban Environment Project for China discusses the terms of involuntary resettlement in connection with the reconstruction of a drainage pipe network, affecting an area covering five administrative regions. It discusses the number of household affected, the amount of land acquired, the agricultural workers affected, and the costs of resettlement allocated. Measures to minimize resettlement impacts include: optimizing the route of the pipe network, using pipe-jacking technology, reducing the construction period and temporary resettlement costs for project affected people (PAPs), and reducing the closing period for enterprises and shops. The four subprojects, Dashadi, Liede, sewage networks, and the solid waste disposal center are examined in separate volumes. In general, compensation and rehabilitation measures will include: timely compensation, restoration of attached structures, tax relief for expenses, job creation, priority employment given to young adults who are rural PAPs, psychological counseling and skill training, house relocation fees, replacement costs for structures, and non-natives will be able to rent nearly identical land for fish breeding and poultry raising. The project will pay special attention to vulnerable groups such as the elderly (without children), widows, single-parent families, the disabled, the chronically ill and destitute, and will periodically monitor their conditions.
