Viet Nam - System Efficiency Improvement, Equitization, and Renewables Project : environmental assessment : Main report (Inglês)

The project entails electrification in various areas of Vietnam, including rural areas, through improved transmission systems and expansion of associated substations, rehabilitation and equitization of small hydro plants, as well as construction and operation of community-based hybrid renewable energy grids. This environmental assessment looks at the potential adversity on the environment, and considers mitigation as follows. During construction, air pollution and noise disturbances will occur, thus, bidding documents will include specifications, e.g., covered truck loads, optimal operating equipment in compliance with standard regulations, and limiting activities to daytime schedules to minimize noise disturbances. Wastewater discharges into river flows will be avoided, to be instead collected and disposed of according to water regulations. Similarly, to avoid potential oil spills resulting from the installation of transformers, oil pits will be constructed, and regulations on oil disposal and collection will be introduced. Electromagnetic fields, or high voltage in single-phase, short-circuits, will be designed as per regulatory heights, ensuring that electric intensity falls under 5 KV/m, and that voltage levels in substations are licit. Soil erosion will be minimized by ground leveling, vegetative propagation, and the construction of stone embankment foundations. Before construction, specialized armed forces will clear potential land mines or bomb hazards. Safety measures include traffic regulations, fire prevention and control, and routine inspections.
