Closely linked to this, a clear results chain at the design stage is essential to show from the start how inputs lead to outputs, outcomes, and higher-level, longer-term effects; capacity-building and institutional reforms are not only more challenging tomeasure, but often take longer to be realized; too many implementing agencies centralized in one project implementation structure can introduce implementation delays and inefficiencies, particularly for procurement.
