The objectives of the Higher Education Project are to improve access and quality, to increase investments in innovation and scientific and technological development, as well as to upgrade institutional management, all in Costa Rica’s public higher education system. The extension will allow the full completion of infrastructure works and the purchase of equipment and furniture. The extension is justified since the majority of these activities are already under implementation. A total of 22 civil works, totaling approximately US$78 million, will require additional months to be completed; most of them (19) will require less than six months, while three contracts are pending award and are expected to be completed by the end of 2018. Infrastructure works had previously been delayed, mainly due to the following factors: (i) long processes of pre-contractual activities (completion and clearance of environmental management plans, technical design, and numerous approvals by public entities); (ii) complaints to the Comptroller (Contraloría General de la República) on bidding documents and awarding decisions; and (iii) contracts for four civil works were cancelled during implementation (due to firms’ insolvency), which led to the launch of new biddings to complete the pending works.
