India - Economic situation and prospects (Inglês)

This report focuses on three important issues in development strategy for India: (i) the broader policy options emerging in agriculture; (ii) the deepening infrastructure crisis; and (iii) the disconcerting balance of payments outlook. The report also presents an updated review of the population and family planning developments. Economic peformance during 1979-80 deteriorated sharply, and some weaknesses as well as strengths were revealed during this period as a result of the world situation and the legacies of past progress and policies. Foodgrain supplies have been abundant and balance demand, which has been affected by a successful family planning program. Inadequacy of infrastructure and shortages of basic inputs are a major weakness, having a crippling effect on the industrial sector. Elimination of management and labor problems could add substantially to output. A structural adjustment program should focus on three imperatives: (i) export expansion; (ii) import substitution; and (iii) adjustment of the energy policy in view of production and price trends in the world economy and the country's resource endowments.
