The development objective of the Chongqing New Urbanization Pilot and Demonstration Project for China is to improve use of public space and increase pedestrian mobility in selected districts of Chongqing's Central city. Some of the negative impacts and mitigation measures include: (i) risks in community autonomy; (ii) risks of urban gentrification; (iii) risks of increased traffic accidents; (iv) risks of occupying public resources; (v) environmental and facility maintenance risks; (vi) risks of store operations; (vii) safety risks of construction; and (viii) ideas and opinions of nearby residents, especially women, old people and other vulnerable groups, may be ignored at the design stage. Some of the mitigation measures include: (i) apply different autonomy patterns to different communities, such as granting government support to communities short of resources, and establishing community autonomy organizations for communities with sufficient resources; (ii) grant government subsidies for property management fees to low-income population; (iii) set up safety warning signs near communities or parks, and strengthen safety education; (iv) specify management responsibilities, and conduct normative community autonomy; (v) establish a sound management mechanism; (vi) conduct construction stage by stage, and reserve spaces for trucks and pedestrians; (vii) include construction safety management in construction contracts, and strength safety education for construction workers; and (viii) fully consider needs of women, old people and other vulnerable groups in old community renewal to improve facilities of old communities.
